МІНІЛАТЕРАЛІЗМ У ФРЕЙМАХ МУЛЬТИЛАТЕРАЛІЗМУ: СИНТЕЗ ТЕНДЕНЦІЙ

Анотація
У статті аналізується тенденція переходу до мінілатерального формату домовленостей як більш дієвого механізму розв’язання сучасних геополітичних викликів, порівняно з традиціями мультилатералізму. Регіональні платформи міжнародного економічного співробітництва на кшталт ЄС та АСЕАН поступово витісняються «глобальним» міні-плюратералізмом, а переважна більшість гравців Індо-Тихоокеанського регіону практикують вузькосфокусований мінілатералізм, нарівні з традиційними багатосторонніми інституціями. Хоча міністоронні структури не можуть повністю замінити мультиформатні організації для досягнення «справжнього» глобального співробітництва, вони спроможні доповнити їх активності через створення додаткової платформи дипломатії вузького кола осіб, які поділяють однакові погляди на порядок денний протягом відведеного періоду. Синтезуючи структурний підхід з методом case study, авторка здійснює пошук оптимальних шляхів поєднання преференцій мінілатерального формату з практикою багатосторонніх інституцій через формування колабораційного майданчика спільних дій. У статті конкретизуються випадки мінілатеральних угод в безпековій, інфраструктурній та економічній сферах в країнах ЄС та Індо-Тихоокеанському регіоні, а також зазначаються ризики повної заміни мінілатералізмом: делегітимізація традиційних міжнародних суб’єктів, фрагментація політичних стандартів і норм, неузгодженість національних позицій держав з глобальними зобов’язаннями, зростання рівня напруженості та недовіри між провідними геополітичними акторами. Авторка статті вбачає одним із шляхів виходу раціоналізацію інвестиційних потоків відносно мінілатеральних проєктів, спрямованих, перш за все, на реалізацію спільних заходів, підпорядкованих загальній меті, а не примноження автономних угод і зобов’язань.
