ТЕРИТОРІАЛЬНА ПОЛІТИКА В БАГАТОСКЛАДОВИХ СИСТЕМАХ ЯК ОБ’ЄКТ ТЕОРЕТИКО-МЕТОДОЛОГІЧНОГО АНАЛІЗУ

Анотація

Стаття «Територіальна політика в багатоскладових системах як об’єкт теоретико-методологічного аналізу» присвячена аналізу еволюції методологічних підходів наукового дослідження територіальної політики. В статті вказуються етапи методологічного розвитку аналізу територіально-політичних систем (ТПС), що супроводжувалося трансформацією домінуючого об’єкту досліджень від: 1) «великих» ієрархічних «життєвих просторів» націй-держав; до 2) «мезорівня» ТПС і до 3) «мультимодальних просторових одиниць», що діють за Постмодерною логікою політичних акторів і досліджуються з 60-х рр. ХХ ст. на основі структуралізму, конструктивізму. Зазначено, що політичні процеси останніх семи десятиліть демонструють деконструкцію світового Порядку, що супроводжується реструктуризацією національно-політичних систем через посилення глокалізації. В статті досліджується злам «методологічного націоналізму» і заміна низхідної логіки аналізу висхідною, коли децентралізація національного в глобальному змістила увагу дослідників, стала інструментом просторово-територіальної деконструкції. В статті зазначено, що політичний процес, що конструюється в глобальному вимірі демонструє перетворення територіально-політичного простору з умови політичного процесу на результат політичного конструювання, де територіальна політика є комплексом заходів забезпечення територіального розвитку та стабілізації політичних систем. В першій частині статті «Територіальне володіння» VS. «Просторовий розвиток» автор розглядає методологічний поворот пов’язаний з інституціоналізацією європейської інтеграції в ЄС на тлі трансформації політичних зв’язків в постколоніальних системах. Зазначається, що ЄС став моделлю реалізації стратегії просторового розвитку складних політичних систем в умовах детериторіалізації політичного процесу, де концепт «територіальних володінь» було трансформовано на «просторовий розвиток», а регіон став модульною одиницею деієрархізації та децентралізації ТПС. В другій частині статті розглянуто теоретичні напрями, інтегровані в комплекс дослідження «територіальної політики»: федеральних досліжень (Federal Studies), місцевого самоврядування (Local Government Studies); багаторівневого управління (Multilevel Government Studies); поліцентричного врядування (Polycentric Governance); електоральної географії та урбаністики.
