DYNAMICS OF NATO COLLABORATIVE PRACTICES THROUGH THE PRISM OF NORMATIVE REGULATION

Abstract

The inconsistency in the global leadership of some powerful players, the growing strategic competition for resources, and the strengthening of revanchist attitudes have negatively affected the stability of the multipolar world, increasing gaps in the structure of international organizations and slowing down the decision-making process and institutional reforms. Polysubjectivity of modern geopolitics is characterized by a growing dependence on flexible, often specially created groups of stakeholders, which adds bulkiness and chaos to classic multilateral platforms. Instead, minilateral agreements allow participants with shared interests and values to bypass bureaucratic hurdles and resolve issues of common concern at an accelerated pace. This trend forces us to rethink the partnership concept not only from a pragmatic point but also from existing practices institutionalization, fixing the principles of cooperation and their further implementation. The article analyzes the specifics of the reproduction of a collaborative partnership in the military and defense industry, particularly through the normative and legal framework concerning the specialized security platform of NATO. As an analytical tool, the author used 1) content analysis of NATO strategic documents to track the evolution of collaborative approaches through the frequency and change of semantic codes; 2) the concept of D. North's dependence path for reproducing the cyclicality of some algorithms; 3) a transnational approach from an intertemporal perspective to distinguish cross-spaces of joint interaction and modelling the author’s collaborative platform.
