REGIONAL PARLIAMENTS OF EU STATES IN THE CONDITIONS OF DECENTRALIZATION: FORMATION, FUNCTIONAL SIGNIFICANCE, PARTICIPATION IN THE SYSTEM OF INTERPARLIAMENTARY INTERACTION

Abstract
The article examines the important role of regional parliamentarism in the context of the European Union’s inter-parliamentary cooperation, in particular within the framework of the Early Warning System (EWS). The article focuses on the analysis of the stages of development of regionalism in the EU, starting with its significant neglect at the stage of European integration and gradual transition to more active participation of regional parliaments in decision-making processes at the EU level. An important factor in this process is the Lisbon Treaty, which has significantly changed the role of regional parlia- ments, granting them partial participation in the EU legislative process, in particular in the context of compliance with the principle of subsidiarity. One of the key aspects of the article is the consideration of the principle of subsidiarity as a basis for the participation of regional bodies in the verification of EU legislative initiatives through the PSA mecha- nism. Important attention is paid to the study of legal acts that have become the basis for the development of regional parliamentarism, as well as examples of its implementation in different EU countries, such as Germany, Belgium, Great Britain, Italy and Spain.The article examines in detail the electoral procedures that determine the formation of regional parliaments in different EU countries, which is an important aspect for understanding their participation in the SFDRR. In particular, the article analyzes how political systems and the level of autonomy of regions in different countries affect their ability to participate in verifying the compliance of European legislative initiatives with the principle of subsidiarity. The article examines how regional parliaments are involved in different countries, in particular, when their role is limited to consultations through national parliaments, and in other cases, when their involvement can be significant, as is the case in Germany or Austria. The conclusions of the article show that despite certain achievements in the integration of regional parliaments into EU processes, their influence on the legislative process leaves much to be desired in a number of countries.To make the PSA more effective, it is necessary to empower regional authorities by strengthening their participation in EU decision-making, as well as to ensure greater transparency and access to resources for more active work within this system.
